Since 1991, Zambia has been involved in a reform process that aims at improving the business climate and has resulted in the adoption of laws and their amendment, as well as in setting-up various organizations, including transforming statutory bodies such as the Zambia Investment Centre into the Zambia Development Agency who initiated this project

Civil servants appear to be unaware of some of the existing measures and regulations. This problem might be compounded by the fact that some are reluctant to implement the measures as foreseen. BizClim’s support is expected to lead to better reception of investors and to an enhanced knowledge of barriers to investment. The project foresees to identify barriers and impediments to investment through an approach based on brainstorming and other group collaboration techniques. The project will support the conduct of such meetings – called sensitization workshops - for public officers such as District Councils Officials, Immigration Officers, Lands Officers, Police Officers and Chiefs in areas with great investment potential on the requirements of investment and investors.
